The FBI has categorized 160 incidents between 2000 and 2013 as “active shooter events” and 73 occurred in an environment related to “commerce.” During those incidents, 193 individuals were killed and 254 wounded.
This is the largest category of facilities accounting for mass shootings.
The FBI report also cites the damage that can occur in a matter of minutes. In 63 incidents where the duration of the incident could be ascertained, 44 of 63 incidents ended in 5 minutes or less, with 23 ending in 2 minutes or less.
As the report concludes, civilians must have an idea what they would do during such a situation. “Even when law enforcement was present or able to respond within minutes, civilians often had to make life and death decisions, and, therefore, should be engaged in training and discussions on decisions they may face.”
